Festive Fridays continues to bring joy to Downtown
Festive Fridays in Cape Charles continued its impressive roll this week, filling the sidewalks and shops with music, fun and people. The file Elf at the Palace also brought in many folks ready to make this Christmas one of our Town’s best. The unqualified success of Festive Fridays really opens the door to making Cape Charles a premiere holiday attraction for the all of coastal Virginia. Cape Charles does Christmas better than almost any place I can think of, it isn’t too much of stretch to think that busloads of folks from across the Bay would love to come to our little village for a true taste of old time Christmas.
Festive Fridays continues next week with the more sidewalk festivities, music from Northampton High School’s band and choir, and the classic holiday film Miracle on 34th Street at the Palace.
Planning Commission: Fauber voices concern over proposed zoning
This month’s County Planning Commission meeting went well past 10 pm, taking up last minute reviews of the draft zoning ordinance, as well as forwarding recommendations on to the Board for consideration at their December 8, 2015 meeting. Once again, public comment was dominated by citizens opposed to the proposed zoning changes. Speakers from Northampton County, including CBES president Donna Bozza, as well as Arthur Upshur, Mary Miller, Wendy Martin, David Kabler, Janet Sturgis, Granville Hogg (as a citizen), Price Clarke, Bob Meyers spoke against what they perceive as the shortcomings in the overall process, as well as just not being simpatico with the current comprehensive plan. The theme of promoting the county as being a place with sustainable development with protections for water and environment was dominant.
There was ample discussion around whether the Planning Commission’s recommendations for changes to the 2015 draft zoning ordinance would require a new public hearing. Long Range Planner Peter Stith felt that there were several changes that would trigger a new public hearing requirement, specifically changes to Town Edge Districts and adding mobile homes(single-wides).

Grand Illumination officially starts holiday season
Mayor Proto, as well as distinguished members of our law enforcement community were on hand at the gazebo in Central Park to lead this year’s Grand Illumination. The Mayor also took the moment to remind us that, despite the loveliness of where we all live, recent events around the world show us that there is still much left to do.
Before lighting candles and trees, we all took a moment of silence to remember those that have suffered during the recent tragedies. As always, the Illumination was a beautiful moment for our town, a time to truly come together and be thankful for the blessings we all enjoy.
Now, it’s time to shop! Remember our businesses downtown first, and really try and come out for the next Festive Friday…

My very first visit to Cape Charles was in 1989 while serving in the US Navy. We used to cruise over from Little Creek Amphibious Base to conduct military exercises. I was intrigued with the architecture of this small town even though, back then, Cape Charles was quite distressed. Years later, I made a “wrong” turn into the town, while trying to acquire an electrical permit for a job on the shore. It turned out to be a “right” turn and that’s when I purchased a lot from Kim Starr. My wife, Linda Wenners Zaremski, and I enjoyed many wonderful weekends in Cape Charles for several years and decided to move here 2013.
As for my business, I have 30 years of electrical experience in all aspects in the field. My interest with electrical started at a very young age, wiring toy trains and electric cars. I established REZ Electric, Corp. in 1995 and acquired my Class A contractor’s license ,as well as my building license. I eventually grew my business to include home remodeling because more people were staying in their homes. We provide service changes, whole house wiring, audio systems, generators, pool & hot wiring, custom lighting design and much more. Science and Philosophy Seminar: Class and Life in Ancient Egypt DEC 11th
Science and Philosophy Seminar of the Eastern Shore of Virginia has scheduled a seminar, “Class and Life in Ancient Egypt.” The free 90-minute seminar will be held at 12:30 p.m. on Friday, Dec 11 in the Lecture Hall of the Eastern Shore Community College, 29300 Lankford Hwy, Melfa, VA 23410.
Catherine Kehrig will lead the Seminar and will discuss social stratification and the resulting lifestyles in Ancient Egypt.
Kehrig has studied this topic for 40 years and is retired here on the Shore.
These seminars are occasionally rescheduled on short notice. Prospective attendees are urged to check the Seminar’s website (www.SciPhi.org) shortly before a scheduled date.
Science and Philosophy Seminar is an informally organized group that meets more or less regularly to explore and discuss a wide array of topics, ranging from philosophical speculation to scientific research. All Seminars are open to the public. Admission is free.
So, why hasn’t the Town filed suit over the Wastewater Plant?
With the holiday season upon us, the Town of Cape Charles is once again ready to send out those joyful, yearly tax bills. Along with this seasonal joy, another humiliating kick in the crotch will be when we receive our utility bills. What used to a be a marginal annoyance has become a real burden on many in our community, especially those on a fixed income. The exorbitant increase we have witnessed over the last few years is the direct result of the failed policy of the Town, of both the legislative and administrative bodies. In this case, the rate hike is to pay debt service on the Town’s misguided sewer plant.

AD-HOC Emergency Care Committee requests funds for pilot programs
The Northampton AD-HOC Emergency Care Committee is requesting that the county Board of Supervisors submit a planning grant to the Virginia Department of Housing community development or the Rural Development Division of the USDA for the study and development of a telecommunications plan focused on the placement of wireless cell towers and the data services involved with them. The grant is meant to address public safety telecommunications needs for the Sheriff’s office and EMS, fire services and the regional 911 commission to ensure coverage for private carrier needs, including cellular and broadband coverage. If the plan turns out to be regional, the committee also wishes to include Accomac county. The committee also recommends that the county identify federal and state grant sources that could be used to implement the plan.

Community Based Paramedicine: can it fill the medical gap?
With construction of the new Riverside Shore Memorial Hospital in Onley on schedule to open this time next year, the reality of the hospital moving north to Melfa is starting to sink in. While Northampton Supervisor Granville Hogg and the AD-HOC Emergency Care Committee grapple with how to adjust to this new reality, the use of community based paramedicine has not been discussed as an option for the lower shore.
Community paramedicine (CP) is a new model of community-based health care that leverages paramedics, using them in ways outside their customary emergency response and transport roles. Community paramedicine attempts to posit a model that more efficiently uses emergency care resources while enhancing medical access for typically underserved populations like the lower eastern shore. These programs usually use existing relationships and collaborations between EMS and other health care and social service providers. Where community paramedicine may help our community, is that it may improve access to, as well as the quality of care while also reducing costs.
