The Centers for Medicare & Medicaid Services (CMS) announced that all elective surgeries, non-essential medical, surgical, and dental procedures be delayed during the 2019 Novel Coronavirus (COVID-19) outbreak.
As more healthcare providers are increasingly being asked to assist with the COVID-19 response, it is critical that they consider whether non-essential surgeries and procedures can be delayed so they can preserve personal protective equipment (PPE), beds, and ventilators.
The recommendations provide a framework for hospitals and clinicians to implement immediately during the COVID-19 response. The recommendations outline factors that should be considered for postponing elective surgeries, and non-essential medical, surgical, and dental procedures. Those factors include patient risk factors, availability of beds, staff and PPE, and the urgency of the procedure. This will help providers to focus on addressing more urgent cases and preserve resources needed for the COVID-19 response. The decision about proceeding with non-essential surgeries and procedures will be made at the local level by the clinician, patient, hospital, and state and local health departments.

The unauthorized practice of medicine occurs when someone gives medical advice or treatment without a professional license.
The prohibition against the unauthorized practice of medicine is a precaution against people who would try to treat others without the proper training, or by using unproven methods which could harm or even kill their supposed patients.
As a result, all states make the unauthorized practice of medicine a criminal offense with potentially serious penalties.
Except, we now live in a third-world ****-hole like Haiti, and these are not normal times, so we have to throw out all law, all rules, all regulations and instead now rely on Andy Cuomo for our medical advice, ,even though he is nothing more than an A-HOLE LAWYER who don’t know squat about public health, and up until this COVID SCARE he has created to aggrandize himself as a “LEADER,” Andy Cuomo did not give a flying **** about the health of the people of New York state, or America, and if our health is in jeopardy, we owe it all to Andy Cuomo, who has degraded our environment and made it unhealthy, and ripe for the proliferation of disease.
What makes this all surreal and highly mockable is the page from the New York State Department of Health Office of Professional Medical Conduct, where we have before us the existential question of “What is misconduct?”:

b: the sorting of patients (as in an emergency room) according to the urgency of their need for care
2: the assigning of priority order to projects on the basis of where funds and other resources can be best used, are most needed, or are most likely to achieve success

Cities tended to have more established, better funded public health services.
Rural areas had a limited tax base and could not afford to establish more comprehensive public health services.
Thus, in 1954, the General Assembly authorized the creation of cooperative health departments and VDH leadership began the process of creating a statewide system of local health departments.
In 1988, Arlington obtained General Assembly approval to operate a locally administered health department.
In 1990, Middle Peninsula and Northern Neck were combined to form Three Rivers Health District.
In 1994, Fairfax obtained General Assembly approval to operate a locally administered health department.

Take a breath, and realize that once this pandemic is over America will be stronger. Families are reconnecting, and realizing that family and friends are the only important things in life. The “Left” is being exposed for their hate filled rhetoric/lies, and the mainstream media’s propaganda machine has “Jumped-the-Shark. People of hate cannot best the people of Love. Don’t lose faith in the power of good in the world.
It may not be readily apparent, but I have a great respect for you.
