Cape Charles to Evaluate Water Needs for Future Growth Projections

The Town of Cape Charles has requested that the consulting firm GHD finalize the proposed contract task order to evaluate capacities of water and wastewater treatment plants in light of future growth projections, including high order cost estimates for expansion.

Capital projects manager Bob Panek has met with Bay Creek Preserve Communities consulting engineer and AES engineer on their modeling effort for the Town’s water distribution system. This is necessary for the evaluation of the proposed subdivisions and planning for a second water storage tank.

Panek told the Mirror that the work involves modeling the entire water distribution system to determine if there is adequate dynamic pressure to each user given existing water production and storage capacity.  This will include hydrant pressure testing to verify the modeling results.  We will not know if an additional tank is needed until this effort is completed.


New subdivisions will consume both water and wastewater plant capacity as residences and businesses are connected.  This is also true for additional homes and businesses which are built outside a new subdivision, e.g., old town infill.


The data sent to AES consists of the extensions that the Town built to the harbor area and brewery, and usage by meter for July 2021.


GHD’s effort will take about four months.
