Proposal builds bridges across party lines in Virginia’s 2nd Congressional District
VIRGINIA BEACH, Va. – A new poll released Thursday revealed support for President Joe Biden’s infrastructure proposal across the political spectrum in Virginia’s 2nd Congressional District. The district, represented by Rep. Elaine Luria, encompasses all of Accomack, Northampton, and York counties, as well as Virginia Beach. This survey, providing district-specific data on how voters view the American Jobs Plan (AJP), is sponsored by Environment Virginia, Earthjustice and Environment America.
The poll found that overall, voters support the bill by a 65 percent to 28 percent margin. Sixty-nine percent of the all-important Independent voters polled approve of the plan. Sixty percent of those surveyed said Congress should pass the bill if a bipartisan majority of the U.S. public supports it, even if Congress does not reflect that bipartisanship.
On multiple measures, voters in the district clearly signal that components of the AJP that focus specifically on climate change and clean energy are a significant selling point. When told that the plan includes a major emphasis on investments to expand the use of clean energy, such as wind and solar power, to tackle the climate crisis and create jobs, 70 percent of voters in the 2nd District firmly say that this approach makes them more likely to support the AJP.
Among the specific provisions designed to address the climate crisis:
86 percent of voters in the 2nd District support investments to rebuild roads and bridges and modernize public transportation to ensure it is cleaner and able to serve more people.
83 percent support investments to upgrade drinking water infrastructure so all Americans have access to safe, clean water by replacing every lead water pipe in the country.
82 percent support investments to reduce flooding and make infrastructure, including military bases, stronger against the impacts of climate change.
74 percent support addressing the challenge of climate change by shifting to greater use of clean energy, reducing carbon pollution from vehicles and industry, and making homes and buildings more energy efficient.
“Virginia has been hit hard by the climate crisis and the societal devastation resulting from the COVID-19 pandemic,” said Environment Virginia State Director Elly Boehmer. “The American Jobs Plan is a once-in-a-generation opportunity to invest in what matters and tackle the climate crisis, and this data demonstrates that Virginians strongly support President Biden’s plan to build back better.”
The survey was conducted via live telephone conversations between May 12 and May 18 by Hart Research Associates for Environment America and Earthjustice, in cooperation with the League of Conservation Voters. A memorandum outlining the full results of the survey is included with this press release.

A telephone poll by an organization with “Earthjustice” as part of it’s name does not impress me. How many rational people actually stop what they’re doing and converse with a random poll taker that calls on the phone? Do people actually answer for those unknown phone numbers from Denver, Atlanta or United States?

WASHINGTON (Reuters) – U.S. President Joe Biden’s proposed 2022 budget omits a ban on federal funding for most abortions that has been part of government spending bills for decades.
The budget, released Friday, makes no mention of the “Hyde Amendment,” first passed in 1976, which has been included in federal spending bills since.
The amendment, which restricts abortion coverage for recipients of Medicare, Medicaid, federal employees, servicewomen and Washington, D.C., residents, could still be added to any final 2022 spending bill as it moves through Congress.
Women’s and civil rights groups, who say the amendment disproportionately impacts low-income women, hailed its omission in Biden’s proposal Friday nonetheless.

“For too long, the Hyde amendment has put the gov’t in control of personal health care decisions for people with low incomes,” women’s health provider Planned Parenthood said on Twitter.
Biden, a life-long Catholic, supported the Hyde Amendment for most of his political career, but changed his position in 2019 while campaigning for president, saying the right to abortion was under assault in many states and increasingly inaccessible to poorer women.
