So, who approved the splash park? Did the citizens of Cape Charles approve of the extra spending? Or was this the town council? Did anyone considered if someone slipped and got hurt? Does the town’s insurance rate go up?
Was there REALLY anything wrong the old fountain? Is this an excuse to rise the water rates when the council sells the water utilities?
There is no charm in Cape Charles. The town council has done everything to bring in the tourist tax dollars, while losing that small town charm.
… And the lambs are lead to the slaughterhouse.

When the town sells the water works, I don’t believe they will have anything to do with the rates.

The corporate owner will set the rates then.

And they are in the game for ROI which is return on investment for the shareholders, so expect the cost of water to go up, as a result.
