In New Jersey, which has some 1,300 cases and at least 16 deaths, Gov. Phil Murphy urged residents who have vacation homes at the Jersey Shore to not go to them as the coronavirus outbreak continues to spread.
Chincoteague Mayor J. Aurthur Leonard gave lodging providers until noon Sunday, March 29, to close for business and remain closed until April 27.
Should Cape Charles do the same?
As people are quarantined in Richmond, Maryland or the DC Metro area, are they bringing the virus with them as they flee their regular homes?
What exactly is the town really doing to protect its citizens?
They shut down public access to the privileged town employees, but how is this protecting the public?
The people most at risk from COVID-19 are the elderly and infirmed. Cape Charles is a community of old people.
So, we have a community of high-risk individuals, and the town’s response is to close its offices. This is protecting the at-risk how?
The town needs to issue a ban on visitors, especially from northern locales such as New York and New Jersey, where the highest concentration of COVID-19 cases exist. I see cars with New York and New Jersey tags turning off of 13 into Cape Charles all the time.
Do your job. Shut this place down.

The positive result, the principal said, was learned by the family on Sunday night.

In the past week I have seen license plates from California, Colorado, Florida, a number from Georgia and Texas, Pennsylvania, North Carolina, Maryland and Vermont. None from NJ or NYC, surprisingly. The second homers have arrived with their children. All of the waterfront homes in the BayCreek Colony subdivision have multiple families in them–they must be more than one nuclear family, because nobody has that many children. It’s too late to close the town.

§ 32.1-48.08. Declaration of quarantine.
A. The State Health Commissioner may declare a quarantine of any person or persons or any affected area after he finds that the quarantine is the necessary means to contain a communicable disease of public health threat as defined in § 32.1-48.06 to which such person or persons or the people of an affected area have been or may have been exposed and thus may become infected.
B. The State Health Commissioner shall record his findings and any information on which he has relied in making the finding required for quarantine pursuant to subsection A.
The State Health Commissioner’s record of findings concerning any communicable disease of public health threat shall be confidential and shall not be disclosed in accordance with subdivision 12 of § 2.2-3705.5.
C. The State Health Commissioner may order the quarantined person or persons to remain in their residences, to remain in another place where they are present, or to report to a place or places designated by the State Health Commissioner for the duration of their quarantine.
An electronic device may be used to enforce any such quarantine.
The Commissioner’s order of quarantine shall be for a duration consistent with the known incubation period for such disease or, if the incubation period is unknown, for a period anticipated as being consistent with the incubation period for other similar infectious agents.
§ 32.1-48.014. Enforcement of orders of quarantine or isolation; penalties.
A. Any person who does not comply with a validly issued order of quarantine or order of isolation issued or prepared pursuant to this article shall be subject to the penalties provided in § 32.1-27, including, upon conviction, a Class 1 misdemeanor and payment of civil penalties.
B. Any order of quarantine or isolation shall be enforced by law-enforcement agencies, as directed by the State Health Commissioner.
Any enforcement authority directed to law-enforcement agencies by the Commissioner shall expressly include, but need not be limited to, the power to detain or arrest any person or persons identified as in violation of any order of quarantine or isolation, or for whom probable cause exists that he may fail or refuse to comply with any such order.
Any person or persons so detained shall be held in the least restrictive environment that can provide any required health care or other services for such person.
C. Every attorney for the Commonwealth shall have the duty to prosecute, without delay, any violation of this chapter in accordance with the penalties set forth in § 32.1-27.
D. Pursuant to 42 U.S.C. 264 et seq. and 42 C.F.R. Parts 70 and 71, any order of quarantine or isolation issued by the Director of the Centers for Disease Control and Prevention affecting the Commonwealth or the Metropolitan Washington Airports Authority may be enforced by local law-enforcement officers or officers of the Metropolitan Washington Airports Authority with jurisdiction over the facility involved in the quarantine or isolation order.

As to COVID, in a UChicago Medicine article entitled “COVID-19: What we know so far about the 2019 novel coronavirus” written By Emily Landon, MD, on March 18, 2020, we are told thusly:
Some patients — particularly the elderly and others with other chronic health conditions — develop a severe form of pneumonia.
Patients develop symptoms like fever, muscle and body aches, cough, and sore throat about 5-6 days after infection.
Most people will feel pretty miserable for a week and get better on their own.

But for that, we should destroy the lives and livelihoods of countless millions of people in America and run up several $TRILLION more in debt, not to mention creating a mental health problem, and who knows how many other deaths from other causes because those people are now locked out of medical care.
As to the Spanish Flu, if we go to the CDC site on the subject so we do can some comparison here, the 1918 influenza pandemic was the most severe pandemic in recent history.
In the United States, it was first identified in military personnel in spring 1918.
It is estimated that about 500 million people or one-third of the world’s population became infected with this virus.
The number of deaths was estimated to be at least 50 million worldwide with about 675,000 occurring in the United States.
Mortality was high in people younger than 5 years old, 20-40 years old, and 65 years and older.
The high mortality in healthy people, including those in the 20-40 year age group, was a unique feature of this pandemic.

But Andy Cuomo wasn’t running for president in 1918, he’s running for president now, so of course, this COVID is going to be hyped up as far worse than the Spanish Flu, even though it really isn’t.
But hey, it’s about pictures, not words, so with that background, let’s scroll down to #13, the Flu pandemic of 1889-1890, which in just a few months, spanned the globe, killing 1 million people.
So, check out the picture and again, study it well for what you see and what you do not see, and to help you out, focus on the fact that that is a TENT HOSPITAL!
Think about that as you listen to hysterical presidential candidate Andy Cuomo screeching and shrieking about how we need more hospital space, with him handing out edict after edict and order after order to hospitals to add more beds.
And then scroll down a bit further to #15, the Spanish Flu of 1918-1920, and a picture of an emergency hospital during influenza epidemic, Camp Funston, Kansas.
Continuing the tour we next come to #18, the H1N1 Swine Flu pandemic 2009-2010 (seriously, people, 2010 was not all that long ago) and my goodness, what on earth is that we are seeing?

For the record, the 2009 swine flu pandemic infected as many as 1.4 billion people across the globe and killed between 151,700 and 575,400 people, according to the CDC.
The 2009 flu pandemic primarily affected children and young adults, and 80% of the deaths were in people younger than 65, the CDC reported.
That was unusual, considering that most strains of flu viruses, including those that cause seasonal flu, cause the highest percentage of deaths in people ages 65 and older.
But in the case of the swine flu, older people seemed to have already built up enough immunity to the group of viruses that H1N1 belongs to, so weren’t affected as much.
And again, people, moving right along, we #19, the West African Ebola epidemic of 2014-2016, where we have a very nice picture of the type of protective gear we do not have because the corporate bean counters who run our FOR-PROFIT healthcare industry did not want to waste the stockholder’s profits on it.
And there we are, people.

What is going on today is truly bizarre, with Andy Cuomo, a hack lawyer who knows nothing of public health, because he doesn’t give a damn about public health (see, TALK-1300 REPORT on March 3, 2016 at 2:36 pm: http://thelivyjrfiles.com/viewtopic.php?f=16&t=139&p=22498&hilit=grand+jury#p22498 ) putting g himself of our COVID relief effort as if he were a medical doctor.
As to who Andy Cuomo really is, consider this Albany, New York Times Union (Hearst Publishing) article entitled “Churchill: This is Andrew Cuomo’s finest moment – New York’s governor has been the nation’s most authoritative voice during the pandemic” by Chris Churchill on March 22, 2020, to wit:
Of course, anyone who’s been paying attention to Cuomo’s nine-year tenure knows how imperfect it has been.
His personal faults have been impossible to ignore.
The bullying and the scheming.
The tight-fisted control.
The egomania.
Openness and transparency have not been trademarks of his administration, to put it kindly.
He has governed by inspiring fear, not love.

That is who is now in charge of our lives, Stuart Bell, yours, mine and everyone else in America, because it is Andy Cuomo who is now calling all the shots, even though he is highly unqualified to do so by training and by temperament, because he is hysterical and out-of-control emotionally as a result, although to the Democrats and the CULT OF CUOMO, that is what endears him to them.
Seems to me that in recent history, though, it has always those who govern by inspiring fear that Americans go to war with, not follow, and certainly do not give respect to.
