What began as a routine upgrade to the plumbing system of the Palace Theatre in Cape Charles has morphed into a full-blown cluster. Actually, the owners were trying to alleviate problems the town has let fester since forever (and not just in this section of town). After removing sections of the sidewalk, an abandoned fuel oil tank was discovered. The DEQ was called in and the owners were saddled with remediation (cut the top off, drain, and fill the remaining section of the tank).
Work has been ongoing for close to a month, as flooding, weeping, seeping, and unstable ground have left crews struggling to get the new, and very expensive equipment installed.
While this is just a small section of the town, and the work is almost completed, what does the rest of the underground look like? Is it as near to collapse as Strawberry Street?
Another question is why the owners are stuck with this mess. The issue appears to be with Virginia American Water’s recently purchased infrastructure (you can see why the town was so anxious to sell off this pig in a poke). Should the property owners lawyer up?
