The Town of Cape Charles is making progress on several capital improvement projects this spring, with construction underway on new sidewalks, major electrical upgrades on the horizon, and ongoing work to expand workforce housing options.
Work has begun on sidewalk infill along Fig Street and Madison Avenue, with crews completing roughly half of the excavation on the west side of Fig Street between Randolph and Jefferson and along the north side of Madison Avenue. A VDOT inspector has been on site, and concrete placement is expected to begin next week.
On the waterfront, the town’s effort to upgrade the Harbor fuel tanks with an Automatic Tank Monitoring system hit a snag after only one bid was received and came in well above the town’s estimate. A contract will not be awarded from that solicitation, and a new Invitation for Bid will be issued. The Town Manager did, however, move forward on a separate piece of the project, awarding a contract for eight sets of replacement fuel dispenser hoses and nozzles that had been bundled into the original bid.
Plans are also being finalized for the first phase of the Mason Avenue Electrical Upgrade. Bids were due March 18, and streetlights have been ordered from an approved vendor. Staff have also submitted a VDOT Land Use Permit application in connection with the project.
On the housing front, town staff have been working with a private developer to establish the 201 Mason Avenue Condominium Association. The town holds ownership of the library unit within the building, while the developer owns the residential unit. Staff also prepared documentation for an upcoming Town Council executive session to review four separate workforce housing proposals.
Looking ahead, staff have submitted capital project funding requests for both the General Fund and Harbor Fund for fiscal year 2027 and assisted in facilitating a recent Town Council strategic planning work session.
