CAPE CHARLES, Va. — Property owners, developers and contractors could soon face a revised fee schedule in Cape Charles as town officials consider a series of changes aimed at better aligning application fees with the cost of reviewing development projects and administering local regulations.
The proposed fee schedule includes several new charges and increases across planning, zoning, historic preservation and environmental permitting programs. Many of the changes are highlighted in the town’s draft fee schedule and would affect both residential and commercial projects.
Among the most notable additions are new administrative review fees for residential and commercial construction projects. Under the proposal, new residential construction would carry a review fee of up to $1,000, while new commercial or mixed-use construction projects could be charged up to $5,000, depending on project scope.
Historic district property owners could also see changes. The town is proposing new fees for Certificates of Appropriateness applications, including charges for minor and major work reviewed by the Historic District Review Board. Major exterior renovation projects that alter a building’s appearance could require fees ranging from several hundred dollars to more than $1,000.
Environmental permit applicants may face new costs as well. The schedule introduces administrative review fees for wetlands and coastal dune permit applications, with larger development projects subject to higher review charges.
Planning and zoning fees would also be adjusted. Proposed changes include revised charges for rezonings, special use permits, variances, subdivision applications and appeals. Several categories would establish minimum fees while allowing costs to increase based on project size or complexity.
Town officials note that many of the new fees are intended to recover staff time, professional review expenses and administrative costs associated with processing increasingly complex development applications. The proposed schedule also reflects recent updates to state building code requirements and local land-use regulations.
The fee schedule remains subject to review and approval by the Cape Charles Town Council. If adopted, the changes would affect future applications submitted to the town’s planning, zoning, building and environmental review programs. Town Council plans to review and discuss the changes at the next Regular Meeting.
