CAPE CHARLES, Va. β The townβs Workforce Housing Development Request for Proposals (RFP) process will move into its next phase in early February, when the appointed subcommittee is expected to meet to evaluate developer feedback.
Town officials confirmed that the subcommittee will review responses to a series of follow-up questions that were distributed to participating developers after initial proposals were submitted. The questions were intended to clarify project scope, financing assumptions, affordability targets, infrastructure needs, and long-term development feasibility.
The early February meeting will focus on assessing how developers addressed those questions and determining whether additional information is needed before advancing proposals for further consideration.
The workforce housing initiative is part of the townβs broader effort to expand housing options for year-round residents, including employees in education, healthcare, public safety, and local service industries. Officials have previously emphasized the importance of balancing affordability, design compatibility, and long-term community sustainability.
Following the subcommitteeβs review, recommendations are expected to be forwarded to Town Council for discussion at a future public meeting. No final selections or development approvals are anticipated at the February session.
Town staff indicated that additional public updates will be provided as the evaluation process continues.

How can this be called workforce housing and not low income housing? Is that term just to keep the Bay Creek homeowners from rioting because their property values will drop? Will there be section 8 within this proposed development? Will residents be required to maintain a job in the tourist industry to remain living in this community. The term “Work Force Housing” reminds me of the old coal mining towns that were built for the workers…will this workforce get paid in town tokens and have to shop at the Cape Charles Company store?
