Phase 3 of the community trail will be on both the east and west sides of Peach Street and will connect to the paver walkway on the south side of Mason Avenue. A head-in diagonal parking median and parallel curb-side parking will provide 29 spaces.
Two handicap accessible parking spaces will be created at the northwest corner of Peach and Mason. Other work in Phase 3 includes improvements to the Central Park south entrance which will correct problems at the intersection of the trail exiting the Park and the public alley, as well as providing a semi-pervious parking area.
The design was approved by VDOT and the project advertised for construction bids. The work at the south entrance to the park was structured as a bid alternate.
Two bids were received, one from Excel Paving (Norfolk, VA) and Conrad Brothers (Chesapeake, VA). Excel was the low bidder at $722,225.90 for the base work (excluding the park entrance). However, the low bid for the base work was more than 24% higher than the Engineer’s estimate of $546,355. The over has to do with the installation of a Jellyfish unit for stormwater nutrient removal. With the funding shortfall, staff and VDOT have been focused on awarding the base work only.
Council voted to award the construction contract to Excel Paving Corporation in the amount of $722,225.90, with a 5% contingency allowance.
