CAPE CHARLES, Va.— The Town of Cape Charles has issued a Request for Proposals (RFP) for the development of a 16.6-acre site on the town’s eastern boundary to create new workforce housing.
The property, located between Cassatt Parkway and Old Cape Charles Road, is being offered for development aimed at households earning between 60% and 110% of the area median income. Town officials said the project is intended to address the growing need for attainable housing options in the region.
The parcel is currently zoned for multi-family use, though the town is open to rezoning it as a Planned Unit Development (PUD) to allow greater density. Proposals must outline the number and type of housing units, affordability mix, financing strategies, and plans to extend utilities, including a $1.1 million wastewater force main project. Short-term rentals of the new housing will be prohibited by deed restrictions.

Developers may propose purchase or lease options for the property. The town is also encouraging partnerships with nearby landowners and the pursuit of grant funding to make the project viable.
“The need for workforce housing has never been greater, and this initiative is a critical step toward ensuring families who work here can also afford to live here,” officials said in announcing the RFP.
Proposals are due by 4:30 p.m. on October 6, 2025, at Cape Charles Town Hall. Interested firms may arrange site visits or seek clarifications through the town’s project contact, Bob Panek, at 757-331-3259 ext. 19.
The Town Council will evaluate submissions and approve a development agreement through ordinance adoption.
