Luria is running in Virginia’s 2nd District seeking to unseat Rep. Jen Kiggans, R-Va., while living in Virginia’s 3rd District.
VIRGINIA BEACH, Va. — Former Democratic Rep. Elaine Luria’s latest campaign ad features a Norfolk restaurant owner praising her support for small businesses, but both the restaurant and Luria’s residence are outside the congressional district she hopes to represent.
Luria is challenging Republican Rep. Jen Kiggans for Virginia’s 2nd Congressional District seat while residing in the neighboring 3rd District.
The ad, titled “Great Recipe,” features Mo Stevenson, owner of My Mama’s Kitchen in Norfolk, who credits Luria with helping his business succeed.
“Elaine was instrumental in helping my business get where it is today,” Stevenson says in the ad. He also praises her commitment to lowering everyday expenses, including groceries and health care.
Stevenson confirmed to the Daily Signal that he lives outside the 2nd District but declined to explain specifically how Luria helped his business.
Stevenson previously appeared in a Luria campaign advertisement in 2020. Following Virginia’s 2021 redistricting, both his restaurant and Luria’s residence became part of the 3rd District.
A Luria campaign spokesperson defended the advertisement, noting that the former Navy officer and small business owner supported federal relief programs benefiting businesses such as Stevenson’s while serving in Congress.
Kiggans’ campaign criticized the decision to feature an out-of-district business.
“Someone might want to send Elaine Luria a map of the congressional district she’s running to represent,” campaign spokesman Calvin Moore told the Daily Signal.
The controversy also renews questions about Luria’s residency and whether she intends to move into the 2nd District if elected. Her campaign did not directly answer those questions when contacted by the publication.
