CAPE CHARLES, Va. — The Cape Charles Town Council met Thursday to review and provide guidance on the proposed Railroad & Harbor Area Master Plan, an ongoing planning initiative intended to help guide the future of one of the town’s most significant waterfront and historic areas.
The Full Presentation can be found in the agenda packet here.
The town contracted with The Berkley Group, a planning and consulting firm, to develop the master plan. The firm has been working on the project for some time, gathering information and soliciting community feedback to help shape recommendations for the area.
As part of the planning process, three community engagement sessions have already been held, giving residents and other stakeholders opportunities to share their thoughts on the future of the railroad and harbor district.
An additional public input session was scheduled for October 26, 2026, to provide residents another opportunity to offer feedback directly to Town Council and staff. Information gathered during that session is expected to be incorporated into the Council’s review of the plan.
The Railroad and Harbor area represents an important part of Cape Charles’ identity, reflecting the town’s origins as a railroad terminus and Chesapeake Bay port. Planning for the district presents an opportunity to consider how the area’s historic character, waterfront access and future development can be addressed within a coordinated long-term vision.
The upcoming Council discussion will focus on reviewing the work completed by The Berkley Group, considering public input and providing additional direction to town staff and the consultants.
The objective is to resolve outstanding questions and establish the guidance necessary for The Berkley Group to finalize the Railroad & Harbor Area Master Plan.

The discussion marks another step in the town’s ongoing planning efforts, with Council’s direction helping determine the final recommendations that will guide future consideration of the railroad and harbor district.
No final adoption date for the master plan was specified in the meeting materials.
