  1. I can see how such a park could fight flooding from rain associated with a Nor’easter or other storm, but not really how it can combat sea level rise. If the sea (or Bay) rises above the level of some flood prone ground there is not likely to be enough capacity in a water retention feature, or enough pump capacity to keep it out. About the closest analogy is the levees in New Orleans. Of course, we saw what happened there when Katrina blew through, too.
