Cape Charles Steering Committee to Convene Second Railroad & Harbor Master Planning Meeting March 3

CAPE CHARLES, Va. — The Town of Cape Charles will continue shaping its long-range vision for the waterfront and former rail yard when the Railroad & Harbor Master Planning Steering Committee holds its second meeting on March 3 at 10:00 a.m. at the Cape Charles Civic Center.

The session marks a key step in the ongoing master planning effort, which is being guided by consultants from the Berkley Group. The initiative aims to develop a comprehensive framework for how the town’s harbor, rail yard, and surrounding areas may evolve over the coming decades.

What Will Be Discussed

According to meeting materials, the Steering Committee will focus on four major components:

• Public Engagement Results – A review of feedback gathered from recent community meetings and outreach efforts
• Existing Conditions Assessment – An evaluation of current infrastructure, land use, and environmental conditions
• Guiding Principles for the Master Plan – Establishing the core values and priorities that will shape future recommendations
• Site Framework Plan Review – Early concepts for how the area could be organized and developed over time

Building on Community Input

The March 3 meeting builds on earlier public engagement sessions held in January, where residents, business owners, and stakeholders were invited to share their ideas and concerns about the future of the harbor and rail corridor.

Town officials have emphasized that the master plan is a long-term planning document, not a set of immediate construction decisions. Any future changes — including infrastructure modifications or redevelopment projects — would require additional public input, regulatory approvals, and formal action by Town Council.

The Railroad & Harbor Master Plan is widely seen as one of the most significant planning efforts in recent years for Cape Charles. The area under study includes historically important infrastructure tied to the town’s industrial past, as well as prime waterfront land that could shape future economic development, tourism, and public access.
