Water Connection Fees under Scrutiny

In July 2017, Mr. and Mrs. Robert Cassada purchased the town-owned property located at 608 Washington Avenue after a sealed bid process. On April 17, 2018, the Historic District Review
Board approved a certificate of appropriateness for new construction of a single-family dwelling.

Construction of the new home is not set to begin construction until the fall with issuance of their certificate of occupancy in the spring of 2019.

The Cassadas submitted a letter to the town requesting deferment of the payment of the water and sewer connection charges associated with the construction of their new house until issuance of the certificate of occupancy, as well as approval for payment of the connection charges in 12 equal monthly payments to be paid-in-full no later than 12 months after the date the
certificate of occupancy is issued.

Town Council approved the request, and during discussion noted that this type of arrangement should be the set and accepted protocol. Cape Charles Town Code Sections 70-35 and 71-42 permit payment programs for water and sewer connection charges with Council authorization. Council noted that the one-time flat fee payment could be onerous for some, and that they should explore ways to ease the burden on new and existing homeowners.
