VIRGINIA BEACH, Va. — Atlantic Park, the first major surf park on the East Coast and the first Wavegarden Cove lagoon in North America, is nearing its long-awaited opening at the Virginia Beach Oceanfront.
Originally set to debut in early summer, the $350 million public-private project is in its final testing phase. Developers say integrating the lagoon into a larger mixed-use complex has posed unique challenges. The facility will anchor apartments, offices, retail, restaurants, parking garages and a 3,500-seat entertainment venue that opened in May.
Virginia Beach is covering 36% of the project’s cost, led by Venture Realty Group with Virginia Beach native Pharrell Williams as a partner.

The surf lagoon, operated by Beach Street Development, will generate up to 1,000 waves per hour, with sessions priced between $104 and $161. The site will also host an international surf park summit in November.
The park experienced a year-long setback in 2024 after groundwater in the lagoon site tested high for iron and arsenic, delaying construction until new filtration systems were installed.
