After a lengthy review of the Storm Water Management plan by the Department of Environmental Quality (DEQ), Kevcor Contracting resumed work on Phase 2 of the multi-million dollar multi-use trail. $1.6 million is set aside for Phase 2 which includes north Peach St. and Washington Ave. $0.8M is reserved for Phase 3 – south Peach Street.
Staff reports that the contractor has installed the rip rap over the storm water outfall at Bay and Washington Aves., excavated about half of the trail route on Washington Ave., milled the asphalt for the median and storm water system on Peach St., completed most of the curbing, sidewalk and driveway demolition, installed most of the storm water system on both Peach St. and Washington Ave., and commenced electrical conduit installation.
While still fairly torn up, staff reports that the contractor is now performing final grading of Peach Street, and will begin concrete installation the third week in November.
The town has executed a change order to βadd the Filtera system required by DEQ to remove the additional phosphorous in storm water runoff generated by the project. The project estimate is about $2.0M, including utility relocation ($35K), construction engineering and inspection (12%), VDOT oversight (1.15%) and a contingency reserve (5%).β
Estimates for completion of Phase 2 are early winter.
