The Cape Charles Town Council has amended the BBA contract to scope the environmental assessment work needed at the potential construction site. Council added $6988 to the contract- $5,040 for an environmental assessment of the potential construction site, and $1,948 to add the library function to Phase 1.
Cape Charles has been working with HBA and their proposed sub-consultant, MSA, to scope the environmental assessment work needed at the potential construction site.
A Phase 1 ESA will not be necessary. Enough data about prior use of that land and the surrounding area is already available. MSA recommends soil and water sampling to determine if there is any significant contamination from the adjacent former dump site.
The VDOT survey for construction of Cassatt Parkway contains a non-tidal wetlands delineation for the low area along the right-of-way, so only a wetlands assessment for the remaining portion of the site is really needed.
The total fee for this environmental assessment would be $5,040. This would bring the contract value to $46,549, or $1,549 over the $45,000 authorized.
Additionally, HBA has a proposed a fee of $1,948 to add the library function to the Phase 1 scope of work. According to the staff report, there is enough funding budgeted for the project to handle the additional work.
