Cape Charles Capital Projects Update Jan 2024

CAPE CHARLES, VA – Cape Charles shows progress in various Capital infrastructure projects.

Community Trail, Phase 3–The latest update reveals that the underground electrical conduit for the Community Trail, Phase 3 project, has been successfully installed by the contracted team. Concrete work for curbs and gutters is slated to commence soon, depending on weather conditions. Bob Panek, the Capital Projects Manager is overseeing the third pay request, currently under review by the Virginia Department of Transportation (VDOT). Additionally, Panek has taken steps by preparing and submitting the first grant reimbursement request to VDOT, covering the initial two contractor payments.

Light Poles and Fixtures Installation–In an effort to illuminate the Community Trail, Phase 3, the Capital Projects Manager has prepared an Invitation for Bids for the installation of light poles and fixtures. This document is set to be posted this month.

Public Alley and Easement Enhancements–A recent meeting with stakeholders addressed concerns about a limited public alley behind the Library Building, sparking discussions about a proposed easement from Pine Street to enhance accessibility. Trash management alternatives were explored and, based on a resulting consensus, the Capital Projects Manager is collaborating with a proposed developer on arrangements for nearby residential and commercial properties. Practical suggestions have also been provided to Kelly’s Gingernut Pub for relocating their cardboard recycling dumpster and waste oil container. Further, plans to clean up the alley from Randolph Ave are underway and work on the easement from Pine Street is set to commence next week.

In-Shore Breakwater and Inner Harbor Bulkhead Rehabilitation–The west face and the new dogleg section are completed. Work has also commenced on the protective dolphins. For the Inner Harbor Bulkhead Rehabilitation project, the contractor has driven king piles and set in place lower horizontal wales for both sections. The second progress payment has been processed, and the Capital Projects Manager is gearing up to submit the second grant reimbursement request to the Virginia Port Authority next week.

Water Conservation and Management Plan Update–The Capital Projects Manager has contributed to the update of the Water Conservation and Management Plan, a requirement by the Virginia Department of Environmental Quality (VDEQ) for the Ground Water Withdrawal Permit. Information has been provided to a consultant assisting in the process, and a meeting is scheduled.
