CAPE CHARLES, Va. — The Town of Cape Charles has selected Deckard Technologies to provide a new software system to help manage short-term rental properties within town limits, officials announced this week.
In February, the Town issued a Request for Proposals (RFP) seeking a Software as a Service (SaaS) solution to support the registration, compliance, oversight, and enforcement of short-term rentals — defined as residential properties rented for fewer than 30 days. Six proposals were received and opened on March 7.
A review committee made up of Town Manager John Hozey, Code Official Jeb Brady, Deputy Treasurer Adrian Oei, and other staff evaluated the submissions and narrowed the field to three finalists: GovOS, Avenu Insights & Analytics, and Deckard Technologies.
Following vendor demonstrations, the committee ranked Deckard Technologies as the top choice, citing its user-friendly interface, strong compliance tools, and robust features — including online licensing, payment processing, safety inspections, zoning permits, and tax reporting. The software also includes a 24/7 complaint hotline and customizable outreach campaigns.
Deckard’s pricing was also the most competitive, with a proposal of $32,000 for the first year and a commitment to hold that rate for the second year.
Town officials say the platform will help staff enforce the newly adopted Short-Term Rental Zoning Ordinance and better track STR activity across the community.
