CAPE CHARLES, Va. — The Town of Cape Charles is continuing its evaluation of proposals submitted in response to a request for proposals aimed at developing workforce housing on town-owned land between Cassatt Parkway and Old Cape Charles Road.
The RFP was issued on Aug. 21, 2025, seeking plans for workforce housing that would serve households earning between 60% and 110% of the area median income. Town officials received four proposals, each offering a mix of housing options for both purchase and rent.
A subcommittee was formed to review the submissions and guide the evaluation process. Members include Town Manager Rick Keuroglian, John Burdis, Jay Abella, Paul Grossman, Katie Nunez, Bob Panek and Bill Stramm.
According to town officials, the subcommittee has held several meetings to review the proposals and develop follow-up questions for developers whose submissions met the eligibility criteria outlined in the RFP. Those questions have been sent, and responses are expected later in January.
Officials said no additional details are being released at this time, noting that further information from developers is needed before the evaluation can be completed and any recommendations made.
