CAPE CHARLES, Va. — The Town of Cape Charles has authorized emergency repairs following a complete electrical failure at Floating Dock C in the town’s outer harbor earlier this month, allowing work to proceed without the delay of a new competitive bidding process.
According to an emergency purchase certification signed by Mayor Adam Charney, the electrical failure occurred early Sunday morning, July 12, when power was lost to Floating Dock C. The town’s electrical contractor, REZ Electric & Construction Inc., determined that the main electrical service line running along the dock had been compromised and must be replaced.
The repairs are more extensive than simply replacing wiring. Town officials said crews must first remove portions of the dock decking to gain access to the damaged electrical infrastructure before rebuilding the deck once the new service line is installed. The certification states the town does not have sufficient in-house staff to complete the demolition and reconstruction work.
Officials said restoring service quickly is critical because the outage occurred during one of the busiest periods of the year for transient boat traffic.
The certification notes that delaying the project to conduct a separate competitive procurement for the decking work would unnecessarily postpone reopening the dock and reduce harbor docking revenue during the peak boating season.
REZ Electric & Construction was previously selected through a competitive procurement process to provide electrical maintenance and repair services for the town harbor. Although its original contract did not include dock demolition and reconstruction, town officials determined the company has the capability to perform the additional work. On July 14, the town authorized REZ to complete all aspects of the emergency repair under the existing contract.
The town will separately purchase the replacement decking materials through its normal competitively selected vendor and provide those materials to REZ for installation, according to the certification.
The emergency authorization is intended to speed restoration of electrical service and return Floating Dock C to full operation as quickly as possible, minimizing disruptions to visiting boaters and the town’s harbor operations.
