Town pursuing grant to upgrade Harbor Fuel facilities

Town council approved a resolution to pursue a Virginia Department of Health grant that would substantially improve fuel operations at the harbor. The grant would address three problem areas (from staff report):

Fuel Storage Capacity – The harbor has fuel storage tanks for diesel, gasoline, and non-ethanol gasoline. During the season, we regularly run out of non-ethanol gasoline, particularly on weekends. Sales are lost while waiting for special deliveries. Installation of another above ground tank will allow us to rebalance among the three products and increase the non-ethanol storage capacity. Estimated cost is $76,000.

Dispensing Pumps & Reels – The existing 8 units, 6 of which are on the dock, were not manufactured for a waterside environment. They are heavily worn, with heavy rust on the mounts and plating. They should be replaced with modern units more suited for a marine use. Estimated cost is $70,000.

Keypad Towers – The towers and keypads utilized to operate the pumps for fuel card customers are antiquated. The software does not allow for credit card use at the keypad. Credit card information must be kept in the office and purchases must be periodically charged by staff. Additionally, after hours fuel purchases are not possible unless a credit card is on file. The current procedure is both inconvenient and less secure for customers. They should be replaced with modern, card-enabled units. Estimated cost is $35,000.

The grant application must be submitted September 11, 2017.
