Town Council approved the payment of $340,000 to Marine Contracting Corporation to build the fourth breakwater as well as an inshore breakwater.
The last wave modeling study recommended building both the fourth offshore breakwater and an inshore breakwater. These additional breakwaters are meant to mitigate waves from the northwest (winter) and southwest (summer).
The Town requested that the Virginia Port Authority (VPA) approve an Aid to Local Ports (ALP) grant in the amount of $375,000 for a $500,000 project to build the inshore fixed breakwater to replace the ineffective floating wave attenuator at the floating docks.
Bids were opened on October 19, 2019, and ranged from $501,706 to $760,000 for the base bid. The low bid exceeded the amount available; $341.8K after design, permitting, engineering and advertising.
The town was able to negotiate a price of $340,000 with Marine Contracting Corporation, for a revised scope of work. This would consist of building the sheet pile breakwater without the fixed dock. The floating attenuator would remain in place for docking behind the breakwater.
