Washington, DC: Today, Congresswoman Jen Kiggans (VA-02) announced she has cosponsored H.R. 7372, the Defending Borders, Defending Democracies Act. This bipartisan legislation provides the necessary authorities to secure the U.S. southern border as well as critical, defense-only funding for Ukraine, Israel, and Taiwan. The border security authorities and defense funding would be in effect for one year following enactment of the bill.
“We are living in a dangerous world, from the threats at our own borders to those in the South China Sea, Putin’s brutal invasion of Ukraine, and Hamas’ renewed reign of terror in the Middle East,” said Congresswoman Kiggans. “We need to display our strength on the world stage. Our friends should trust us, and our enemies should fear us. It’s not enough to simply acknowledge these threats…we have to take immediate action to deter them alongside our allies.”

I urge my colleagues to support this bipartisan legislation so that we can secure our borders and help our allies maintain stability across the globe.”
BACKGROUND
The Defending Borders, Defending Democracies Act was originally introduced by Reps. Brian Fitzpatrick (PA-01), Jared Golden (ME-02), Don Bacon (NE-02), Ed Case (HI-01), Mike Lawler (NY-17), Marie Gluesenkamp Perez (WA-03), Lori Chavez-DeRemer (OR-05), and Jim Costa (CA-21).
Border security provisions in the legislation include:
- Suspending entry of inadmissible aliens to achieve operational control over U.S. borders;
- Implementing a “Remain in Mexico” policy by requiring that an alien seeking admission (including asylum) and arriving on land from a foreign territory contiguous to the U.S. be returned to that territory pending proceedings for the adjudication of the alien’s status;
- Requiring an immigration officer who determines that a migrant arriving in the U.S. or along the southern border is inadmissible to be detained and expelled to Mexico (or their nation of origin, birth, or residence) without further hearing or review.
- Exceptions for aliens claiming to be threatened with persecution or torture would not be permissible if:
- the alien has ordered or participated in the persecution another individual;
- the alien, having been convicted of a particularly serious crime, is a danger to U.S. citizens;
- there is reason to believe the alien committed a serious nonpolitical crime outside the U.S.; and/or
- there are reasonable grounds to believe the alien is a danger to U.S. national security.
- Exceptions for aliens claiming to be threatened with persecution or torture would not be permissible if:
- Prohibiting the use of federal funds to transfer an alien in the custody of the Government from a facility in which they were first detained to another location for a purpose other than adjudicating the alien’s status.
Support for our allies in the legislation includes a total of $66.32 billion in defense-funding, specifically:
- $47.69 billion to support the defense of Ukraine.
- $10.40 billion to support the defense of Israel.
- $4.91 billion to support the U.S. and allied deterrence operations in the Indo-Pacific.
- $2.44 billion to support operations in U.S. Central Command, including to address combat expenditures related to recent conflict in the Red Sea.
- $542 million for U.S. Indo-Pacific Command to address critical, unfunded operations.
Having lived at Naval Air Station Atsugi as a military spouse for three years while her husband was forward deployed in Japan, Congresswoman Kiggans has a deep understanding and great appreciation for the critical role our military forces play in Asia and the sacrifices made by our military members and their families deployed there.
As a Viet Nam combat veteran who witnesses the WASTE of the lives of a lot of good Americans all for nothing but a pocketful of mumbles such are the JINGOISTIC lies of Washington politicians who don’t mind sending others to die in conflicts they create for the good of their pocket, and the pockets of their MILITARY-INDUSTRIAL COMPLEX CRONIES, but have to take no part in when it comes to the bleeding and dying, when I read this tripe from Congresswoman Kiggans about we are living in a dangerous world, from the threats at our own borders to those in the South China Sea, so that we need to display our strength on the world stage, and our friends should trust us, while our enemies should fear us, and it’s not enough to simply acknowledge these threats, we have to take immediate action to deter them alongside our allies, I purposefully refrained from replying right away, so that I could get my thoughts in order, because that is CHEAP MELODRAMATIC HORSE****, and it sounds ignorant and ridiculous, which makes Congresswoman Kiggans seem uninformed as to what is actually going on in the world outside the Washington Beltway while she indulges her imagination with her idiotic vision of the Taliban and the Houthis and all the other primitive Tenth-Century tribesmen out there actually being afraid of the United States of America, instead of contemptuous of it as they are right now.
Congresswoman Kiggans blathers on about we need to display our strength on the world stage, which happens to be exactly what Joe Biden is doing right now with the Navy in the Red Sea, and instead of making the Houthis quake in fear at Joe Biden’s military might, and crawl on their stomachs to come and kiss Joe Biden’s boots, they are looking at Joe’s Navy boats as a high-tech arcane game, like shooting at ducks at a county fair.
WHY IS ANYONE GOING TO BE AFRAID OF THE UNITED STATES TOMARROW WHEN THEY AREN’T TODAY?
Does Congresswoman Kiggans think that just because these people out there are living a Tenth-Century lifestyle, that they are ignorant of what is going on politically here in the US?
Does she think the news over there travels at the speed of a camel caravan?
Does she think they don’t know that Joe Biden wants an 18% cut in the number of F-35 jets the Pentagon buys next year after Congress’ cap on the size of the upcoming defense budget compelled the administration to find savings?
Does she think they don’t know that as of January 2024 it costs the US taxpayers $357 billion to maintain the national debt Joe Biden is wracking up, spending $1 trillion nearly every 100 days, which is 17% of the total federal spending in fiscal year 2024, and that the U.S. is on track to spend $870 billion on interest payments this year, more than the $822 billion the nation will spend on defense, thanks to ballooning debt and higher interest rates?
Ms. Kiggans sounds like a lotus eater here – she is harkening back to the days of GUNBOAT DIPLOMACY when the US could use its gunboats as it did during the Boxer Rising in China in 1900, and in the Philippines in 1898, as well as to enforce US policies in Latin America, and the GREAT WHITE FLEET, which was a group of US naval ships that traveled around the world from December 1907 to February 1909 demonstrating AT THAT TIME US naval power, showing it was of comparable strength to other major powers and empires of the time, but as the poorly-armed and technologically-deprived Houthis in Yemen are proving as they use our Navy for target practice is those days of glory are now long gone, and ignorant, SWORD-WAVING, WARDRUM BEATING, BELLICOSE, BELLIGERENT JINGOS like Jen Kiggans are useless and dangerous dinosaurs and anachronisms.

In a protracted conflict against the Houthi rebels in Yemen, the U.S. military finds itself in a peculiar situation where it is expending significant resources to counter relatively inexpensive threats.
More than two months of direct engagement with the Houthi forces have strained the U.S. military, leading to substantial financial costs and logistical challenges.
And ah, yes, people, logistical challenges in Joe Biden’s NAVAL WAR OF CHOICE in the Red Sea, where the poorly-armed, tenth-century tribesmen called the Houthis are making Joe Biden use up his supplies of high-tech naval weaponry by shooting at Joe’s navy boats with cheap, low-tech weaponry that the hapless Biden has to waste MILLIONS of taxpayer dollars countering, lest his high-tech navy boats get sunk by the equivalent of a Blunderbus or a Daisy air rifle shooting bee-bees!
Now, there is a term any Viet Nam combat grunt who served out near the Cambodian border in 1969, and probably a lot of others in other places, as well, will understand quite well, when there was no artillery rounds to be had because of logistical snags, where in this case of Joe Biden’s vaunted, world-class power US Navy being moving objects in a real-world shooting gallery for the “low-tech-but-don’t-give-a-damn-about-Joe Biden-and-his-high tech-Navy-and-aren’t-scared-of-him” Houthis called the Red Sea, the word logistics means the detailed coordination of a complex operation involving many people, facilities, and the organization of moving, housing, and supplying troops and equipment, such as food and ammunition, which organization the bumfuzzled fopdoodle Biden DOES NOT have because he has no idea as to what he is doing, or more importantly, what the Houthis are doing to him, which is having sport with him on the world stage (cue, YouTube, Black Rain Movie CLIP https://www.youtube.com/watch?v=aYzPUa-6BLE ).
Joe don’t know that when something with the capability of going bang, like the $2 million rockets on Joe’s Navy boats, has gone bang shooting down a homemade drone, that it can never go bang again in this lifetime, so that for Joe to maintain his fighting capability, or defense capability, he has to replace that rocket with a new one, which he has to be able to do while these ships are at sea.
And that is something Joe Biden knows absolutely nothing about, nor does congresswoman Kiggans, apparently, as she blusters about making America’s enemies scared of America, a weak country that can’t even defend its own borders, because Joe Biden knows nothing about navies, naval warfare, logistics, or war.
So like EVERYTHING Joe Biden gets his hands on, this adventure of Joe’s in the Red Sea has FIASCO written all over it.
