EASTVILLE, Va. — Northampton County officials are inviting residents to learn more about a proposed zoning amendment that could affect future residential development near the county’s towns, while emphasizing that the upcoming meeting is intended to provide information rather than serve as a public hearing.
County staff will host a TE-R (Town Edge Residential) Public Learning Night to explain the proposed Zoning Text Amendment 2026-01, which would establish regulations for the proposed Town Edge Residential, or TE-R, zoning district.
The session will begin with a presentation outlining the proposal, followed by answers to written questions submitted by residents. Officials said questions may be submitted in advance or written and turned in during the meeting. Questions requiring additional research will be addressed later in a publicly available frequently asked questions document.
County officials stressed that the event is designed to educate residents about the proposal, not to debate its merits.

The Planning Commission has already completed its required public hearing on the zoning amendment. If the Northampton County Board of Supervisors decides to continue considering the proposal, it will hold its own public hearing before taking any final action.
The proposed amendment would apply only to properties that are already zoned Town Edge-1 (TE-1). County officials emphasized that no property would automatically become TE-R. Instead, any property owner seeking the new designation would still have to submit a rezoning application that would undergo staff review, public hearings and approval by the Board of Supervisors.
Officials also noted that the county’s existing rezoning process would remain unchanged, meaning every application would continue to require public notice and opportunities for public comment before any decision is made.
County staff said they are also meeting individually with towns across Northampton County to discuss additional ways of informing residents, and individual municipalities may choose to hold their own informational meetings.
The proposed TE-R district has drawn significant attention in recent months because it is intended to provide an additional housing option adjacent to incorporated towns while maintaining the county’s existing public review process. Supporters have said the district could help address housing needs by allowing more flexibility near existing infrastructure, while opponents have expressed concerns about the potential impact on growth, traffic and community character.
Residents planning to attend the learning session are encouraged to prepare their questions in writing to help staff provide clear and accurate responses.
