CAPE CHARLES, Va. — Cape Charles is moving forward on several major capital projects, including its new municipal building, workforce housing initiative and harbor improvements, while some electrical work along Mason Avenue remains dependent on outside contractors and utilities.
According to the town’s latest Capital Projects Manager report, officials continued coordinating preconstruction matters for the new municipal building with the Virginia Department of Transportation, Virginia American Water and HBA, the town’s architectural and engineering consultant.
Town Council previously awarded the municipal building construction contract to Hoy Construction for approximately $6.22 million. The project is expected to take roughly 14 months to complete.
Workforce Housing Agreement Under Review
Progress also continues on the town’s proposed workforce housing development.
The town attorney has reviewed a draft development agreement with Coastal Vista Properties and is discussing several revisions with the developer’s attorney.
The development agreement is a significant step in the project because it is expected to establish the terms governing the development, including the responsibilities of the town and developer.
The town has been working toward developing approximately 16.6 acres of town-owned property for workforce housing, an effort intended to provide additional housing opportunities for people who work in and around Cape Charles.
New Floating Dock Proposed for Inner Harbor
At the Cape Charles Harbor, the town is exploring another infrastructure improvement.
The Capital Projects Manager provided a proposed scope of work to McPherson Design Group for the design of a floating dock that would replace the existing fixed dock in the inner harbor.
The report did not provide a cost estimate or construction schedule for the proposed dock.
Separately, Mayor Adam Charney signed an emergency procurement determination authorizing repairs following an electrical service failure on C Dock.
Sidewalk Infill Project Going Out to Bid
Cape Charles is also preparing the next phase of its sidewalk infill program.
An Invitation for Bids has been prepared for sidewalk construction along the north side of Jefferson Avenue, several sections on the east side of Nectarine Street and one section on the east side of Harbor Avenue.
Bids are due Aug. 31.
The sidewalk infill program is part of the town’s continuing effort to address gaps in its pedestrian network and improve connections between existing sidewalk sections.
Mason Avenue Electrical Work Still Pending
Some work along Mason Avenue remains unfinished.
The town is still waiting for A&N Electric Cooperative to install permanent electrical service for new streetlights and power pedestals that have already been installed along Mason Avenue.
Officials are also waiting for an electrician to reroute a short section of an electrical circuit at Strawberry Street Plaza.
The Capital Projects Manager also reported filling in for the town manager while he participated in an executive development program.
