CAPE CHARLES, Va. — The Cape Charles Historic District Review Board (HDRB) will hold its regular meeting on September 17, 2024, at 5:00 p.m. to review two significant property applications, including modifications to previously approved Certificates of Appropriateness (COAs).
At 10 Tazewell Avenue, the applicant is seeking to modify a COA originally approved on February 20, 2024. The original scope of work included removing an 84-square-foot enclosed rear porch and constructing several additions: a 228-square-foot rear addition, a 192-square-foot screened-in rear porch, a 204-square-foot rear/side deck, and a 306-square-foot side addition on the one-story single-family dwelling. The project also involved adding doors to the accessory structure and installing additional fencing at the rear of the property. The applicant will now seek approval for modifications to this plan.
At 542 Jefferson Avenue, a property formerly owned by Bad Dog LLC, an ongoing violation order was issued after the house on the property was illegally demolished. The HDRB had previously approved a COA for Bad Dog LLC to rebuild a house matching the size and style of the original structure. However, after some construction began, the property was sold, and all permits, including the COA and building permit, lapsed.
The new owners have inherited the incomplete project and are working within the existing footprint and framework of the previous construction. However, due to the expired permits, they are required to submit a new COA. The new application seeks to resume construction on the 802.8-square-foot, two-story single-family residence, including a 30’ x 8’ (240-square-foot) open front and side porch, with the following modifications:
- Changes to window placement
- Screening in the side porch
- Adding a 420-square-foot, two-story rear addition (first-floor garage and second-floor living space)
- Constructing a side entryway with paver walkways
- Adding a 175-square-foot rear concrete pad
The applicant of Lot 224 Jefferson Avenue is seeking to construct a 1,410 sq. ft., two-and-a-half-story single-family residence with a 30’ x 8’ (240 sq. ft.) one story and two-story front/side porch, and a second floor screened rear porch with an enclosed shower under the stairs. The application also includes the installation of a sidewalks on the front and west side of the lot and walkway. Although this lot is currently vacant, new construction should be compatible, sympathetic, and complementary to existing buildings.
The HDRB’s decisions will determine how these modifications and permit expirations will affect the properties in the Historic District.
