Officials with the Town of Cape Charles are proposing a $20,000 allocation in the FY2027 budget to support prize funding and administrative costs associated with the town’s planned Harbor Development Ideas Competition, a multi-stage design and planning initiative tied to the community’s broader railroad and harbor master planning efforts.
According to town reports, staff anticipates a minimum of $10,000 in direct municipal expenses related to monetary awards for Stage 1 finalists alone. Additional prize funding would also be distributed to Stage 2 finalists, as well as five finalists advancing to Stage 3 of the competition.
Officials said Stage 2 competitors will share an undetermined prize pool, while finalists advancing through the process will receive both monetary awards and recognition as part of the competition structure.
Depending on participation levels and the number of registrants, town officials estimate that total prize distributions could reach as much as $20,000 before the competition concludes.
The project is expected to continue through the summer of 2027.
Town staff noted that the proposed funding would also support the collection and recording of competition-related revenue, helping administer what officials envision as a significant public planning and design initiative connected to the future redevelopment of Cape Charles’ harbor and former railroad properties.
The Harbor Development Ideas Competition emerged as part of the town’s ongoing collaboration with The Berkley Group and Rural Resilience Advisors during development of the community’s Railroad and Harbor Master Plan. Officials have previously described the competition as a way to generate creative concepts and public engagement surrounding the long-term future of the waterfront and railyard areas.

Alternatively, participants may mail a completed registration form along with payment to:

Registration fees have been set at $100 per entry for individuals or teams, $25 for student entries or student teams, and $50 for Cape Charles residents.
