The Code of Virginia is amended by adding a section numbered 3.2-6539.1 as follows:
§ 3.2-6539.1. Ordinances regulating tethering of dogs.
The governing body of any locality may adopt ordinances limiting the amount of time during which a dog, notwithstanding its enjoyment of adequate space, may be tethered.
