CAPE CHARLES, Va. — As former Town Manager John Hozey wrapped up his tenure, newly appointed Town Manager Rick Keuroglian wasted no time diving into his new role, quickly engaging with key stakeholders across the town.
Keuroglian officially took over as town manager on May 12 and has since embarked on a flurry of meetings and site visits aimed at deepening connections and gaining a firsthand understanding of local priorities.
In one of his first actions, Keuroglian met with Hozey for a series of transitional meetings, during which Hozey personally introduced him to representatives from the Bay Creek Homeowners Association and the Canonie Atlantic Co., which owns the dormant Eastern Shore Railroad line.
Keuroglian also toured Virginia American Water facilities, engaging with staff and leadership to better understand the town’s water infrastructure. He met with Northampton County Administrator Charlie Kolakowski to discuss shared initiatives and regional cooperation.
In addition, the new town manager attended a meeting of the Eastern Shore Rail Trail project, followed by a groundbreaking ceremony marking the start of trail construction. He also held a meeting with the owners of Coastal Precast Systems, one of the region’s key employers.
On the federal level, Keuroglian attended a community meeting to hear from U.S. Senator Mark Warner, who addressed local concerns and federal priorities. Keuroglian also connected with the developer of Bay Crossing, a residential project that continues to shape Cape Charles’ growth.
Keuroglian’s early efforts reflect a proactive approach to leadership, as he works to build relationships and set the stage for continued development.

Hopefully the mess left in the dust of Alaska John has not turned you off yet. I hope Sir that you have taken note of the last several months of issues within this town:
– Town Council spends their time on fun ways to spend money with little regard for the needs of the common taxpayer. The efforts to hire and spend money on consultants is insane. See Beachfront Master Plan, see Town Hall, etc etc etc.
– During a Town Council discussion on maintenance of the Cape Charles / Cheriton bike trail, Town Council agreed to maintain the bike path without any discussion of cost. These people are INCOMPETENT and need to RESIGN.
– There has allegedly been thefts and embezzlement from within Town Hall?
– The Zoning Department is intent on cutting deals for Good Ole Boys and not enforcing codes to protect Taxpayers. They literally used zoning maneuvers to turn the Seabreeze Apartments into the most valuable pieces of real estate on the Eastern Shore without doing ANYTHING for the people of Cape Charles or the displaced residents of the Seabreeze Apartments. Shame! Their motivations and that of the Town Council need to be examined.
– Bay Creek is part of Cape Charles – not the reverse.
