A public hearing will be held on Thursday, May 18, 2023, at 6:30 p.m. in the Cape Charles Civic Center, 500 Tazewell Avenue, to receive comments on a Conditional Use Permit for 3 single-family dwelling units above 1st floor Commercial Space at 1 Fig Street, just across from Rayfield’s Pharmacy. The Town approved a Conditional Use Permit on 1/19/2017 for one single dwelling unit on the 2nd floor above 1st floor Commercial Use in the Commercial-2 Zoning District.
From the staff report- The addition on the first floor will be utilized for public bathrooms, storage, cooler, and freezer space adjacent to the kitchen area and an office and a stairwell leading to the second story. The addition on the second story will be combined with the existing square footage on the second story for a total of 4 residential units with individual bathrooms for each unit (the units sized from 150 sq. ft. to 198 sq. ft) and some storage space. The applicant has indicated they would provide 4 parking spaces on the lot to be associated with the 4 residential units. They have also indicated that the residents’ units would be housing for local employees.
A second public hearing will be held regarding Cape Marine Services LLC desire to obtain a Conditional Use Permit (CUP 2023-002) at 6 Mason Avenue (Tax Map#83A3-A-5) in the Harbor Zoning District to operate a paid parking lot on 72,000 square feet (approximately 22.3% of the total lot size of 322,498 square feet). The proposed location is the empty lot across from Buskey Cider.
The applicant is seeking a one-time seasonal approval until September 5, 2023, with relief from the landscaping requirements.
The town has recommended a seasonal conditional use permit application to try this out for one season to see if it will be worth the effort given the town has free parking on Mason Avenue and elsewhere and there may not be a market for “paid” parking on a private lot.
