The Cape Charles Town Council approved a contract change order with Langley and McDonald in the amount of $40,100 for Part 1 of the Harbor Capital Plan Evaluation, and in the amount of $21,000 for Parts 2 and 3 when additional funding becomes available.
The firm is already contracted for marine engineering services. Langley designed and engineered most of the harbor improvements from the last few years. Town Staff and Langley have agreed upon a proposed contract change order for a “comprehensive evaluation in three parts: existing facilities, future improvements, master plan update”.
Part 1 would develop a plan for replacement or major repair of existing facilities. This entails estimating the remaining useful life of major facility components and the cost of their replacement or major repair in today’s dollars. Here is what they will be evaluating:
– Bulkheads in both inner and outer harbor to include sheet piles, king piles, walers, and tie backs.
-The concrete walkway around the inner harbor.
-Wood walkway and railing along the outer harbor.
-Two gangways to floating docks at the outer harbor.
-Fixed slips in the inner harbor to include center dock, finger piers, and slip pilings.
-Floating docks in the outer harbor to include dock structures, steel pilings, and slip pilings.
– Bathhouse including foundation, exterior sheathing, roof, HVAC system, pump station, and deck.
– Dockmaster office to include foundation, exterior sheathing, roof, HVAC system, and deck.
– Fueling system to include storage tanks, piping, and dispensers.
-Electrical system to include transformers, electric panels, electric pedestals, and lighting.
-Parking lot pavement.
-Inshore breakwater to include sheet piling, vertical and batter piles, and walers.
-Concrete bulkhead inboard of fixed dock between dockmaster’s office and first boat ramp pier.
-Small, fixed pier just west of the ramps and the kayak launch facility.
-Water supply system for both inner and outer harbor docks.
-Boat pump-out system.
-DWR boat ramps and piers.
The fee for Part 1 is $40.1K.
