Why is VDOT paving private sidewalks?

A local citizen alerted the Mirror that apparently, VDOT has been using the public’s money to pave private residences. The images below were submitted to the Mirror, and indeed indicate the VDOT crews had replaced sidewalks at the Cape Charles Lofts location, which is a private residence, not part of the public right of way. The Mirror has attempted to verify what funds were used to replace the sidewalks but is still working on this issue. The Mirror did confirm that the Town of Cape Charles is not involved with any of the sidewalk replacements and that all work being done is ‘compliments of VDOT’.

    I was under the impression that as a commonwealth, ALL roads belong to VDOT. If so, the sidewalks are part of the ROW.

    VDOT is responsible for maintenance of sidewalks, multi-use trails and paths that are located on primary and secondary roads within the network of VDOT roadways.

    Depending on the agreements in place, some localities provide sidewalk maintenance.

    – Virginia Department of Transportation State Pedestrian Policy.
