The Cape Charles Planning Commission has recommended approval of a Conditional Use Permit (CUP) sought by the Cape Charles Rosenwald School Restoration Initiative for a comprehensive sign plan at the Impact Center along Old Cape Charles Road.
The application requests permission to install a freestanding sign measuring 59 square feet and exceeding the standard 10-foot height limit at the entrance to the Impact Center. The proposal was the subject of a public hearing, during which no public comments were offered.
Representatives of the Rosenwald School Restoration Initiative told commissioners that the larger sign is necessary to effectively advertise programs and events. They noted that a significant portion of local residents do not have reliable access to the internet or social media, making traditional word-of-mouth communication and visible signage essential for reaching the broader community.
The request was reviewed under Section 5.3(F) of the Cape Charles Zoning Ordinance, which governs special exceptions for comprehensive sign plans. Under that section, such plans may be approved as part of a conditional use permit in commercial, heavy industrial, light industrial, and harbor districts, and as part of subdivision approvals involving three or more lots in all zoning districts. The ordinance requires comprehensive sign plans to specify the time, manner, and placement of signs; frequency of message changes; materials; lighting hours; sign height; total sign surface area; and the number of signs on a site. While the plan may address height, the ordinance states that sign height may not be modified above what is otherwise permitted unless approved through the conditional use process.

Town officials noted that the sign provisions were recently revamped to ensure compliance with federal law. Under the updated ordinance, any sign plan that deviates from the standards outlined in Sections 5.11.1 through 5.11.3 must now be reviewed through a Conditional Use Permit application.
The final decision on the Rosenwald School sign plan will rest with the Cape Charles Town Council, which is expected to consider the Planning Commission’s recommendation at a future meeting.
