EASTVILLE, Va. — Northampton County is on track to spend $108 million rebuilding its middle and high school complex. But state enrollment records show the county has 516 fewer students to fill it than it did 15 years ago — a decline that shows no sign of leveling off.
According to Virginia Department of Education Fall Membership data, Northampton County Public Schools enrolled 1,800 students in the 2010-11 school year. By the 2025-26 school year, that number had fallen to 1,284 — a drop of nearly 29 percent in a decade and a half.

The data shows only two years of growth in the entire 15-year span — 2011-12 and 2015-16, both minor upticks of fewer than 50 students — surrounded by years of loss. The single steepest drop came in 2020-21, when enrollment fell by 110 students, likely reflecting both the pandemic-driven exodus to homeschooling and private schools seen statewide and the county’s long-running demographic slide.
Enrollment peaked at 1,809 students in 2011-12. Since then, the division has lost 525 students — nearly 29 percent of its student body — with no year since 2011-12 coming close to reversing the trend.
The Elementary Pipeline Is Draining Fastest

Kiptopeke Elementary and Northampton Middle have each lost roughly a fifth to a quarter of their enrollment in just five years. Occohannock Elementary is the lone school bucking the trend, gaining 25 students over that span — but not nearly enough to offset losses elsewhere in the division.
Because smaller kindergarten and elementary classes take years to work their way up through a school system, demographers who study Virginia’s enrollment trends say the decline typically shows up in elementary schools first and reaches high schools last. Northampton’s numbers fit that pattern: its high school enrollment has held up better than its elementary schools so far, but the shrinking classes now moving through the lower grades suggest high school enrollment is likely to follow the same downward path in the coming years.
Why This Matters for the $108 Million Question
Northampton’s school renovation was originally approved in late 2023 at $81.3 million; supervisors were told this month the project now carries an estimated total cost of $108 million, and that the county may need to take out a $30 million line of credit to finish it. That price tag was set to build capacity for a student population that, at the time of the original 2022 authorization, was already years into a sustained decline — and the decline has continued through every year the project has been under construction.
The renovation is not simply about maintaining space for a stable number of students; county officials have said much of the original 1954 facility is being demolished because it no longer meets modern educational and safety standards, regardless of enrollment size. But the enrollment numbers add a second layer to the county’s financial calculus: whatever the county ultimately borrows to finish the project, it will be repaid by a shrinking tax base serving a shrinking number of students — a dynamic that state demographers say is common to many small, aging, rural Virginia localities, but one that sharpens the stakes of any new long-term debt for a county with Northampton’s low median income and higher-than-average poverty rate.

For the life of me, I don’t understand how the people voted to serve the citizens of Northampton County did not see that enrollment was down and steadily declining when they gave the okay to proceed with construction. People moving into the County are primarily retirees and will not be adding to the enrollment number! I have said for a very long time, the closing of the middle school was done for reasons that had nothing to do with the condition of the school. That school has continued to function as a work place for several businesses, and now the Northampton Community Center, but wasn’t in good enough shape to continue as a school! The people voted to serve us should have done a little more checking! I am no math whiz but I can balance a budget and I feel confident that both the middle and high schools could have been renovated at a price tag much lower than $108 million! It looks like a college campus. Here we go again spending money we don’t have and in the meantime people who were born and raised here cannot afford to keep their homes, buy hey we got a beautiful new school!
You can bet your bippy that anytime the town of Eastville is involved in most anything in this County, there is a large inflow of Ca$h that is being harvested from both travelers and taxpayers.
