CAPE CHARLES, Va. — The Town of Cape Charles has issued a Request for Proposals (RFP) seeking a qualified development partner to create a workforce housing project on a 16.6-acre town-owned parcel located between Cassatt Parkway and Old Cape Charles Road.
The proposed site, known as Tax Parcel 90-19-B, sits on the eastern boundary of town and was previously part of a 17.7-acre tract before a small portion was subdivided for a well site. The town’s goal is to provide attainable housing for households earning between 60% and 110% of the area median income (AMI)—a critical need in Cape Charles as housing costs continue to rise.
Town officials note that the property’s current zoning designation of R-3 (multi-family residential) may not allow the necessary density for a successful project. As part of the RFP, the town is open to rezoning the property to a Planned Unit Development (PUD) to accommodate a mixed-use neighborhood with the required density and amenities.

Under town ordinances, all roads within the development must meet Virginia Department of Transportation (VDOT) standards and be accepted into the state’s secondary road system. Sidewalks will also be required to ensure pedestrian connectivity.
Utilities for the site are partially in place or planned. Electric service is available from Accomack-Northampton Electric Cooperative, and internet access is provided by multiple vendors. Virginia American Water is scheduled to extend a water main to the nearby well site this fall. However, public wastewater service is not yet available. Engineered plans exist for a sewer force main connecting the Virginia American Water wastewater treatment plant to the property—a project estimated at $1.1 million and considered a key element of the development proposal.
Developers will be responsible for constructing all utilities within the project, including electric, internet, water, and wastewater infrastructure. Additionally, short-term rentals will be prohibited by deed, ensuring the homes remain dedicated to long-term workforce housing.
The town encourages proposals that integrate multiple allowable or conditional uses as required for PUD zoning under Section 3.11 of the Cape Charles Zoning Ordinance.
