CAPE CHARLES, Va. — Local Shore resident Jay Ford, Virginia Policy Manager for the Chesapeake Bay Foundation (CBF), has been named the Virginia Conservation Network’s (VCN) Conservation Champion of the Year for 2025.
Presented on October 7, the annual award recognizes outstanding leadership in advancing environmental policy across the Commonwealth. Ford was honored for his work on coastal resilience, clean water initiatives, and science-based strategies to address the impacts of recurrent flooding and sea level rise.
The Virginia Conservation Network praised Ford for his “strategic, high-impact policy leadership,” highlighting his success in securing state funding for coastal resilience projects and agricultural conservation programs. His expertise and collaborative approach earned him a position on the Joint Subcommittee on Recurrent Flooding, where he has helped develop policies to protect Virginia’s most vulnerable coastal communities.
The Chesapeake Bay Foundation commended Ford’s commitment to sustainable environmental progress.
“Jay’s tireless legislative advocacy has led to major wins—including securing funding for coastal resilience and flood preparedness,” the organization said in a statement. “He’s also a leading voice for agricultural conservation, tree canopy preservation, and many other vital environmental efforts across the Commonwealth. We’re proud to have Jay on our team, championing a cleaner, healthier future for Virginia’s communities and natural resources.”
Ford’s recognition places him among the state’s leading environmental advocates working to ensure Virginia remains resilient in the face of climate challenges while protecting its land, water, and communities for generations to come.

What is a ‘Jay Ford’ ?
Isn’t it interesting how these environmental experts and community organizers appear out of nowhere and suddenly become the last word on solving all of our local problems.
Sort of like the South African that came out of nowhere and was instrumental in rewriting our zoning ordinance. Or the wonder woman from upstate New York who dominated the planning commission for many years. It really isn’t that hard….all roads lead to Brownsville.
To the individuals who drove by my residence repeatedly yesterday,
I want to bring something to your attention that you may not realize: what occurred is not only inappropriate, but potentially illegal.
You may think that driving past a home multiple times- even 5, 10, or 20 times- is simply unusual but lawful. Under ordinary circumstances, it would be. However, what took place yesterday went far beyond that. Over the course of seven hours, a continuous stream of vehicles circled my property while, at the same time, my phone was being interfered with.
Specifically, my navigation app (Apple Maps) was activated without my doing, and my phone’s functions were disrupted in real time- something I had previously experienced in 2024. When I brought it to Verizon’s cybersecurity department at that time, their technicians confirmed that my phone had been remotely accessed and tracked through a coordinated digital intrusion.
What concerns me most is that many of you may not have understood that your actions were part of a larger, illegal operation. Even if you personally did not manipulate technology, participating in a coordinated swarm designed to jam or hijack a device falls under federal violations of electronic interference and harassment statutes.
This is not an accusation- it’s a notice. I will again be having my phone examined by cybersecurity professionals to document the interference. My hope is simply that, going forward, you will not allow yourselves to be used in ways that infringe on another person’s rights or privacy.
Jamming or remote interference with personal devices is a serious offense, and ignorance of participation does not remove its consequences. Please take this message in the civic spirit in which it’s offered: as a reminder to act lawfully, respectfully, and conscientiously.
I do recognize several of the individuals who participated. Many of you are respected members of our community- people who work in our towns, counties, nonprofits, corporations, and local boards.
I understand that, from your perspective, you may believe your involvement serves a purpose or supports something you view as noble. Others may simply be blinded by personal or group interests.
Regardless of motive, coordinated activity that results in harassment, surveillance, or technological interference crosses a serious ethical and legal line. Even well-intentioned people can become part of something unlawful when they trust the wrong guidance or fail to question what they’re being asked to do.
My hope is that you pause to reflect on what you are taking part in- and who truly benefits from it- because this kind of conduct does real harm to individuals, communities, and public trust.
