A Harbor Development Certificate is required for any property within the Harbor District. This requires review and recommendation from the Harbor Area Review Board, and once approved, the application is
forwarded to Town Council for their review and final action to approve.
The Planning and Zoning Office received three applications within the Harbor District from the Town
of Cape Charles. Two of those applications also are located in the Historic Overlay District:
