  1. This response would sound resonible I’d the Anchorage was not in such a fragile area of bay. The heath of the bay is on the rebound nothing short of miraculous. The only way we can keep the bay a viable resource is to protect it where we can. Why increase the risk of disaster if not essential for commerce or national secuoty.

  2. Send them back to the anchorages south of Thimbal Shoals.
    The Navy can not truly prohibit ships from anchoring in the anchorages off of Chicks Beach and Ft Story (south of Thimbal shoals). The Federal directive governing those anchorages states and I para-phrase, “if the Coast Guard anchors a merchant vessel in Anchorages A, B, C, D it must first consult the Commanding Officer of Naval Amphibious Base Little Creek (now JEB Little Creek-Ft Story)”
    As the former Commanding Officer of JEB Little Creek-Ft Story, I can tell you the lawyers spent a great deal of time on interpreting just what “consult” means. Bottomline, the Navy does not have the authority to prohibit vessels from anchoring there if they are available. The Navy does not have a high demand signal for those anchorages and they can be easily deconflicted. Additionally, there is only one anchorage that overlaps with a training range and that too can be easily deconflicted.
