HASC Passes Bipartisan $37 Billion Golden-Luria FY 2023 NDAA Amendment to Counter Global Threats, Invest in Shipyards, and Grow the Navy

WASHINGTON, D.C. – Today, the House Armed Services Committee (HASC) passed Rep. Elaine Luria (D-VA) and Rep. Jared Golden’s (D-ME) bipartisan amendment to the National Defense Authorization Act (NDAA) to increase defense spending by $37 billion, counter inflationary pressures, and provide additional resources to assist the Navy in countering the threats we face around the world.

The Golden-Luria amendment provides $7.4 billion to combat inflation, more than $4 billion for ship procurement and maintenance, more than $1.6 billion in research and development funding, and $550 million for security assistance to Ukraine.

“I am proud to have worked in a bipartisan fashion to introduce and pass this amendment to add an additional $37 billion to the defense budget, Rep. Luria said. “The bipartisan Golden-Luria amendment passed today will increase purchasing power and counter inflationary pressures on the military, invest in public and private shipyards crucial to maintaining the fleet, and ensures that we have the resources necessary to counter the threats we face from China, Iran, and Russia. This amendment sends a message to our adversaries that we will meet the moment when it arises, and I look forward to negotiating with the Senate on a final topline amendment number.”

The Golden-Luria amendment passed 42 to 17.

Earlier this month, Rep. Luria announces her FY 2023 priorities to grow the U.S. Navy’s fleet, expand shipbuilding and repair capacity, and address childcare needs for military families. Last year, Rep. Luria secured $25 billion in additional funding for the FY 2022 NDAA.

Details on the $37 billion Golden-Luria amendment can be found below:

Increasing Purchasing Power

$3.5 billion for military construction inflation costs.
$2.5 billion to offset the costs of fuel inflation.
$1.4 billion for inflation-related personnel bonuses, additional BAH increase, and commissary support.
Shipbuilding, Maintenance, and Repair

$1.2 billion for incremental funding for 1 additional DDG.
$250 million for associated shipyard infrastructure.
$2.4 billion for 1 additional FFG, 1 additional T-AO oiler, and 2 additional Expeditionary Medical Ships.
$318 million for the costs to restore 5 LCS, plus $59 million to restore 2 ESD ships.
Aircraft Procurement

$660 million for 8 additional F/A-18s.
$1.3 billion for other Navy/USMC aircraft, including 2 E-2D, 5 C-130s, and 2 V-22 Medium Lift.
$884 million for 4 additional EC-37B Compass Call aircraft.
Ukraine Security Assistance

$550 million for Ukraine security assistance, as well as costs for advance planning to support presence on the Eastern front.
Facilities Sustainment, Restoration, and Modernization

$1.7 billion in facilities maintenance/restoration to support servicemember quality of life.
Air and Missile Defense

$1 billion for 4 additional Patriot units.
$200 million for 20 additional THAAD interceptors.
Munitions Plants and Technology

$178 million for safety and modernization upgrades to the organic ammunition industrial base.
$400 million for munitions technology development.

Research, Development, Test, and Evaluation/Innovation

$665 million for biomanufacturing and biotechnology.
$325 million for test and evaluation facility and equipment needs.
$200 million for quantum applications.
$200 million for 5G and FutureG.
Integrated Visual Augmentation System

$262 million for IVAS-related Army UPLs and RDT&E acceleration for next version.
Department of Energy and National Nuclear Security Administration

$470 million to revitalize aging National Nuclear Security Administration infrastructure, including $375 million to support NNSA Savannah River Unfunded Priority List.
$190 million to invest in cutting edge science and technology capabilities at the national laboratories.
$315 million to expand environmental management and clean-up efforts of the Department of Energy.
