The Cape Charles Wastewater Plant received another Notice of Violation in mid-September. The town manager is working a response for DEQ. In his weekly report, town Manager Hozey places most of the blame on town staff:
Town does not now, nor have we ever, possessed the engineering and regulatory oversight
required to properly run our very complex systems. Due to these ongoing concerns, immediate
professional assistance is needed. To that end, I negotiated a short-term consultant contract with
VAW this week. With their help, we are now aggressively addressing many long-standing issues.
The role of Virginia American Water in the town’s current operation is not known at the time of this publishing. The Mirror will follow-up with more information as it becomes available.
What it sounds like is that the town really should hire an outside consulting firm that is competent to run the town manager’s office.
Or maybe the town should sell itself entirely to come corporate entity that is actually capable of running a town.

This is merely a means to further the desire to sell the plant. Short term gain for a long term loss.
