After three years of review and public hearings, meetings and input, the Cape Charles Town Council voted to accept the Planning Commission’s amendments and adopt the current version of the Comprehensive Plan. As required by Section 15-2-2230 of the Code of Virginia, the Planning Commission began reviewing the 2009 Comprehensive Plan in the summer of 2013 and finished November 2016.
According to state code 15-2-2223, “The comprehensive plan shall be made with the purpose of guiding and accomplishing a coordinated, adjusted and harmonious development of the territory which will, in accordance with present and probable future needs and resources, best promote the health, safety, morals, order, convenience, prosperity and general welfare of the inhabitants, including the elderly and persons with disabilities.The comprehensive plan shall be general in nature, in that it shall designate the general or approximate location, character, and extent of each feature, including any road improvement and any transportation improvement, shown on the plan and shall indicate where existing lands or facilities are proposed to be extended, widened, removed, relocated, vacated, narrowed, abandoned, or changed in use as the case may be.”

Adoption of the Comprehensive Plan Update
WHEREAS, the Code of Virginia, Title 15.2, Chapter 22, Section 15.2-2223 requires the
Town of Cape Charles to prepare and recommend a Comprehensive Plan Update for the physical
development of its territory, and Section 15.2 mandates that at least once every five years the
Comprehensive Plan is reviewed by the local Planning Commission; and
WHEREAS, the Cape Charles Planning Commission has reviewed the existing
Comprehensive Plan and determined it advisable to update that plan; and
WHEREAS, updates have been proposed for incorporation in the 2016 Comprehensive
plan; and
WHEREAS, the Cape Charles Planning Commission held a public hearing and recommended
approval of the 2016 Updated Comprehensive Plan; and
WHEREAS, a public hearing on the 2016 Cape Charles Comprehensive Plan was held on
December 6, 2016 by the Town Council;
NOW, THEREFORE, BE IT RESOLVED that the Town Council of Cape Charles, Virginia
adopts the 2016 Comprehensive Plan and Land Use Map for the Town of Cape Charles.
