A proposal aimed at addressing Cape Charles’ growing workforce housing shortage will be presented to the public during a special Town Council meeting on Tuesday, May 12, at 6 p.m. at the Cape Charles Civic Center, 500 Tazewell Avenue.
Coastal Vista Properties will outline plans for a large mixed-income residential project on town-owned land near Cassatt Parkway and Old Cape Charles Road.
The Town of Cape Charles has previously identified workforce housing as a major community need, particularly as rising home prices and the expansion of short-term rentals have made it increasingly difficult for teachers, healthcare workers, hospitality employees, public safety personnel and other working residents to find housing within town limits.

According to project materials, the proposed development would be built on a 16.6-acre parcel identified as Tax Parcel 90-19-B. The site is currently zoned R-3 multi-family residential.
Developers say the project is intended to provide housing options for families and workers who support the local economy while allowing them to live near their jobs and become part of the community.
The development would include both rental and homeownership opportunities, though the final mix has not yet been determined and will depend on market demand.
Under the proposal, at least 50 percent of the units would qualify as workforce housing and remain restricted for that purpose for a minimum of 20 years. Short-term rentals would be prohibited throughout the development.
The remaining units would be offered at market rates.
Developers are proposing construction of approximately 170 residential units using what is described as a “One Over One” design concept. The layout resembles stacked townhouses, with one residential unit on the ground floor and another above it.
Project planners say the design significantly reduces construction costs compared to traditional multifamily buildings, helping bring more units within workforce housing affordability targets.
The proposal also calls for the use of a professional property management company to screen residents and oversee long-term maintenance and operations.
Infrastructure improvements will also be required as part of the project. Sewer service must be extended to the site, with the developer responsible for construction of the force main extension needed to connect the property to the town’s wastewater system.
The workforce housing initiative follows the Town’s broader effort to encourage more attainable housing options while balancing continued tourism and economic growth. Town officials have repeatedly cited the lack of affordable housing as one of the most significant long-term challenges facing Cape Charles.
The May 12 meeting is expected to include a formal presentation from Coastal Vista Properties followed by discussion with Town Council and the public.
