THE FEDERALIST PAPERS REVISITED: On The Electoral College
Special to the Cape Charles Mirror by Paul Plante
After reading the Washington Post article “Why efforts to persuade the electoral college to ditch Trump probably won’t work” by Sean Sullivan and Ed O’Keefe, December 6, 2016, and the Politico article “Rogue electors brief Clinton camp on anti-Trump plan – Kasich emerges as the group’s alternative Electoral College pick” By Kyle Cheney and Gabriel Debenedetti, 12/05/16, where we are informed about the existence of a group calling itself the “Hamilton Electors,” I thought it time, past time, perhaps, to revisit the subject of American presidents as was actually laid out by the founding fathers in the Federalist Papers, which have to be read as a body to properly understand them, and what they have bequeathed to us in our own times here in the USA.

After a three year study, little or no changes to VA’s FOIA law
A study on the Virginia Freedom of Information Act, which was three years in the making has been completed, however, little or no changes have been recommended.
Virginia’s FOIA law now contains 175 exemptions, including the records of the governor and his Cabinet, lawmakers and their aides, university presidents and city managers. Also, almost all police records are exempt.
After three years of study, the only real change is lifting the exemption for the subscriber list to Virginia Wildlife magazine.
In a response from the Virginia Press Association, Chairman Dick Hammerstrom voiced concerns, “I’m disappointed. I think there are important issues still left out there.”
The General Assembly is scheduled to begin on Jan. 11 where the council’s recommendations and likely other changes to FOIA will be discussed.

Riverside Shore Memorial Hospital Accredited by DNV GL
Nassawadox, VA – Riverside Shore Memorial Hospital is now accredited by DNV GL – Healthcare.
This survey process, completed in September, measured Riverside’s care against the standards set for U.S. hospitals by the Centers for Medicare & Medicaid Services. But DNV GL’s accreditation program goes even further by integrating the ISO 9001 Quality Management System. ISO standards are widely recognized in other industries. In health care they are transformative, driving toward consistency, improvement and customer satisfaction.
“We feel the DNV survey process supports our commitment to safety and quality that is at the heart of the Riverside Care Difference,” said Liz Martin, Riverside senior vice president. “The focus on effective Quality Management practices will help us pursue high reliability – which means every patient gets safe, quality care, regardless of where they are treated within Riverside.”
